Staff outlines sequencing, surveying and design standards for parking changes

Staff told the council that the conceptual design used GIS data to size on-street spaces (18 by 9.5 feet as designed in the concept) but that the next step requires surveyors to determine curb, utility and hydrant locations. Matt Recker said the GIS work shows sufficient width for one-way conversions but that “we did not do on the ground survey forms” and that fire hydrants, utilities and actual curb edges will affect the final layout.
Staff and council also discussed temporary measures — painting and temporary re-striping to orient parking while surveys and full curb work are scheduled — and standard parking-angle options under the Unified Development Code (30°, 45°, 60°, and 90°). Recker recommended a staged approach with electronic message boards and police enforcement during the learning period, then full design and curb work once surveys are complete.
