"On June 18 is when the applications are due, and then at July 16, the recommendation, of the award is made by the committee to the rest of council," a staff member said.
Councilors worried that a July recommendation provides organizations little certainty because the final dollar amount can change when the city certifies revenues and adopts the budget. One council member suggested adding an intermediate staff review or pushing the committee recommendation into August so applicants can correct technical deficiencies and avoid being excluded for minor errors. Staff agreed to consider a mid-cycle technical review window and to make preliminary recommendations clearly labeled as not final.
