El Paso Central Appraisal District certifies 2026 roll; value growth slows

David Stone said the district saw more protests this cycle — more than 51,000 — and that the average reduction between preliminary and certified totals this year was about 5.62 percent. Kilgore emphasized that appraisal districts are independent of the county and other taxing entities and described the comptroller's role in the property-value study process. "We did certify, on the July 24, and we certified at 98%," Kilgore said, summarizing the certification step. Commissioners asked about protest assistance and staff pointed to outreach and training offered by the appraisal district and partner groups.
