County agrees to trial capital maintenance reserve for Southwest Counseling and renews Treatment Court contract

Commissioners gave preliminary approval to a proposal from Southwest Counseling Service to create a county‑held capital maintenance account for county‑owned facilities the agency occupies.
Melissa Ray Marchetti, interim director and CFO of Southwest Counseling, told the board the county currently provides roughly $650,000 annually to Southwest Counseling (about $50,000 per month) and proposed placing $17,000 per month of that allocation into a county account earmarked for capital maintenance. "...taking $17,000 of those funds to put into a capital account with the county so that we can plan down the road and do a lot more preventative care on these buildings," Marchetti said. Public Works staff said they would help assess maintenance needs and recommended starting the approach on a trial basis while staff work through accounting and any agreement language.
Separately, HR Director Gary McLean asked the board to renew the existing contract between Southwest Counseling and the county’s Treatment Court so services could continue while staff work on amendments that would identify per‑patient service costs. Commissioners voted to renew the contract and authorized the chair to sign.
Commissioners instructed county staff and the county attorney to draft an amendment or administrative mechanism for the holding account as needed, and suggested starting operations soon to allow facilities work during favorable weather.
