City manager urges board to review strategic plan line-by-line; EDC schedules mid-January workshop

The Hutto EDC agreed Dec. 8 to take a deeper look at the strategic plan that had been approved by the board in April. City Manager James Erp urged the board to "go down every single sentence and ask yourself, is this the priority of our board?" and recommended a facilitated session or internal facilitator to reconcile any differences between the board's priorities and the budget.
Board members said they want to ensure the strategic plan aligns with the FY26 budget and were concerned about broad or vague language such as targets for sustainability or event participation. Several members requested a separate mid-January workshop to review and, where necessary, edit the plan in preparation for further coordination with the city council. A motion to have staff schedule a mid-January meeting for strategic-plan revision, with board preparation in advance, passed 6-0.
City staff said they will present a draft aligned with budget realities and encouraged board members to prepare edits in advance so the group can translate high-level strategic priorities into measurable tactical deliverables during the follow-up workshop.
