EDC adopts digital incentive application and sets policy limits on impact fee grants

The Hutto EDC voted Dec. 8 to adopt a draft, digital incentive application and approved staff recommendations about how impact fees should be treated in award calculations.
Staff presented a flowchart for an online, click-through application that populates follow-up questions based on business type. The board considered whether impact fees should be reimbursable; staff recommended that performance grants be capped at whatever impact fees were paid but that impact fees themselves not be reimbursable. After discussion about when a prospective applicant must be authorized to do business in Texas, and where to place verification language, Board member Snyder moved to approve the draft with the discussed change to place formation/timing language in the acknowledgments and to add a timeline for documentation; the motion carried 6-0.
The board also discussed filters staff will use to triage leads (projects requesting incentives, projects proposing to use EDC land, and large employers or major capital investments) and the role of public-works limitations (for example, industrial pretreatment and wastewater discharge limits) as additional screening criteria. Staff will incorporate board feedback into the application and return the final language as part of the paperwork to be approved by legal.
