Marshall asked the commission to appoint a representative of the low‑income sector and recommended LaGina Clark for a term expiring Sept. 30, 2029; commissioners approved the appointment unanimously. Marshall then explained Amendment 1: it removes section 7(q) "health equity" language from the primary award, a change made to align with Executive Order 14,148 regarding DEI programs. The commission voted to approve and authorized the chair to sign the amendment.
Marshall noted CSBG eligibility (clients at or below 200% of the federal poverty level) and that the Tripartite Board recommends projects for passthrough funding. Commissioners asked no substantive follow‑up questions and moved to approve both the appointment and the amendment.
