Pinellas County commissioners on Aug. 13 agreed to move $25,000 from the Saint Pete Powerboat Grand Prix to the Martin Luther King Jr. Dream Big parade, amending Tourism Development Council recommendations after a lengthy discussion about how events are scored.
The debate centered on how the TDC and staff calculate "bed nights" and marketing value for elite-event funding. Commissioner Flowers argued the MLK parade merited full requested funding, saying, "MLK clearly has more bed nights," and moved to increase the parade award. Commissioners pressed staff on the data; Brian Lovak of Visit St. Pete‑Clearwater explained that room-night and attendee figures used in scoring combine hotel and vacation‑rental nights and that the Bikefest and MLK estimates differed because organizers supplied updated economic-impact numbers during the TDC review.
Commissioner Latvilla proposed taking $25,000 from a Saint Petersburg event to avoid reducing funding elsewhere in the county. That amendment — to move $25,000 from the Saint Pete Powerboat Grand Prix to the MLK parade — passed 5–2. On the amended motion to approve the elite-event recommendations as changed, the board voted 6–1 to adopt the package.
The county's staff and TDC had previously restructured the elite-events program to target larger, transformational events and to be more critical about awarding maximum amounts within funding categories. Visit St. Pete‑Clearwater's representative said the TDC and staff used self‑reported attendee and hotel data combined with organizers' economic-impact submissions to score events.
The action changes the composition of funding among the three events targeted for additional TDC funding; commissioners directed staff to provide clearer flow-of-funds and marketing‑impact summaries for future elite-event decisions.
Outlook: The board asked staff to refine scoring materials and to include updated flow‑of‑funds and cash‑flow summaries for TDC recommendations going forward.
