Board approves Paradigm Healthcare contract for countywide school health billing system
Summary
After reviewing a formal RFP process and countywide grant-funded pilot under the Children and Youth Behavioral Health Initiative (CYBHI), the board approved a two-year contract with Paradigm Healthcare Services to provide a multi-LEA health management and billing system allowing LEAs to bill Medi-Cal and other payers for school-linked behavioral health services.
The board voted to approve a recommended contract award to Paradigm Healthcare Services to provide a countywide health management software and third-party billing platform intended to support districts and charters participating in the CYBHI fee schedule.
Shannon York, director of student and community services, explained the program context and the state's Children and Youth Behavioral Health Initiative (CYBHI), describing a five-year statewide initiative and a School-Linked Partnership and Capacity Grant that funded local onboarding work. "Basically, the fee schedule is a new system that allows schools the opportunity to bill for behavioral health services that they are providing at or near their school sites," York said. York reviewed the RFP process: nine proposals received, five finalists, panel interviews and reference checks that led to recommending Paradigm.
Steve Torres (internal services) outlined procurement details, evaluation criteria and integration requirements, noting that licenses are per LEA, setup fees and license counts are based on each LEA's size, and the recommended contract term is two years to launch districts under the grant. "Our internal services department... opened up our request for proposals on April 8, and we closed it on May 5," Torres said, describing how cost, technical competence and support were scored.
Trustees asked about whether the software would be hosted centrally (answer: licenses are per-LEA and the county's role will focus on onboarding, training and facilitation), variations in per-LEA fees tied to enrollment/ADA, and how ongoing support would work. After discussion the board moved and approved the award by roll call.
