Commission approves Rototherm geothermal lease for subsurface rights under county roads

The Box Elder County Commission voted to approve agreement 26-42 with Rototherm Utah for a subsurface geothermal lease and approved the associated memorandum to be recorded.
Scott Lyons introduced the item and Rototherm representative Michael Dabbs described the company's "waterless geothermal" technology, saying they "drill down 2 miles, and then we go horizontally for 2 to 3 miles" and that a typical production pad footprint is about "3 to 4 acres" serving roughly 960 acres. Lyons clarified the lease covers only subsurface rights and does not substitute for required state permits or county land-use permitting and site-plan review. Commissioner Bingham moved to approve agreement 26-42 and the memorandum; Commissioner Perry seconded and the motion passed by voice vote.
