SBCEO outlines tiered 'differentiated assistance' approach for struggling districts

Rachel Fauver described differentiated assistance (DA) as a tiered set of supports—universal, targeted and intensive—designed to help districts identify needs, implement improvement cycles and measure results. "There are actually 3 levels of support... universal, targeted, [and] intensive," Fauver said, noting universal supports are available to all LEAs while targeted support is provided to qualifying LEAs (13 currently) and intensive support is reserved for a small number showing persistent challenges (1 currently).
Board members pressed presenters on what triggers county intervention: Fauver and Barker said DA is activated by dashboard indicators (when multiple student groups show need across indicators), by a state list that flags eligible LEAs, or by an LEA request for assistance. "So once that happens, then we have a process of reaching out," Fauver said. Presenters emphasized a collaborative, nonpunitive approach and said county supports range from professional learning and coaching to administering grants or mini-grants to districts.
