Council authorizes use of Headwaters 12 escrow to fix drainage, agrees partial reimbursements

Staff asked the council to authorize use of Headwaters 12 escrow deposits to complete remaining public stormwater repairs at four properties and to partially reimburse homeowners who hired private contractors to fix drainage problems. Abby said the city sent notice to the builder in June and that while most issues were corrected, four items remained; "staff is here tonight is to ask you for approval for use of the escrow funds for 4 properties," she said.
Council members confirmed there is sufficient escrow to cover the abatement work. Staff noted that the city typically holds only $1,500 per individual property for reimbursement and that one homeowner provided documentation showing nearly $10,000 in private work; the council voted to authorize staff to proceed with abatement and partial reimbursements and the motion carried by voice vote.
