Kay County awards courthouse fountain restoration contract to Kaleidoscope Construction

The Board of County Commissioners approved a Construction Contract with Kaleidoscope Construction LLC (Bid #2026-9) to restore the Kay County courthouse fountain. First Assistant District Attorney Billie Chrz said she had questions about the contract due to the absence of a payment schedule but was satisfied after being informed of terms from prior approvals.
Commissioner Jason Shanks said the company is a historical preservation specialist and that Kaleidoscope "will begin setup at the end of the week and will install fencing around the area to be restored." The board also approved submittals for the project—lighting system, mortar, epoxy paint, pump, and grout/tile—to be signed through Docusign.
The motion carried unanimously, and commissioners noted the contractor would proceed with setup and site protection. No dollar amount for the contract was included in the meeting transcript; payment terms were described as partial payments as work is completed and a prior contract removed language allowing early payment.
