County to switch to riprap for bank stabilization; dead-end road paving debated amid tight budget

"They will not even sell them because of the slope on the banks," Staff member (Benefits Consultant) said, noting staff and engineering support for switching materials. Commissioner 7 added that from an engineering standpoint the riprap approach "works" as a permanent fix.
Separately, staff raised the condition of several dead-end blacktop roads that were built on shallow gravel and thin asphalt, suggesting targeted paving of the worst sections or a partial return to gravel in places the budget cannot sustain. Commissioners discussed the tradeoffs of short-term patching versus full reconstruction and noted heavy construction traffic had damaged thin bases in some locations.
No formal bid or contract award was recorded at the meeting; staff committed to getting cost estimates and advised proceeding cautiously while prioritizing safety-critical segments.
