Huachuca City accepts clean audit for 2024–25; town equity rises

The Huachuca City Council unanimously accepted the Town's independent financial audit for fiscal year 2024–25 after an auditor reported a clean opinion and no material weaknesses.

Jennifer Frank, the presenter of the audit, told the council, "Happy to report you had an unmodified clean opinion again this year." She said the combined net position at June 30 was about $12.3–$12.4 million and that total net position increased during the year by $330,333. Frank noted governmental activities rose while business-type (utility) activities decreased, and she tied much of the governmental capital increase to the Skyline project.

Frank walked the council through long-term liabilities and fund trends, noting enterprise funds performed unevenly: the water fund showed modest net income and cash growth; the sewer fund recovered after prior remediation expenses; sanitation ran a small deficit; and the landfill showed a net loss in 2025. On landfill finances, she noted restricted cash set aside for closure/post-closure was about $2.8–$2.9 million, leaving very little unrestricted cash.

Mayor Johann Wallace thanked staff and commended department heads for stewardship. "This is a good audit. It's actually an excellent audit," he said. The council voted to accept the audit report (motion by Johann Wallace; seconded by Christy Hirshberg).
