Board declines resolution to create daily prayer period under SB 11

Doctor Gilstrap presented a legal and policy summary of Senate Bill 11 and explained the district's current policies that allow students and staff to pray or read religious texts as long as it does not interfere with instruction; he also noted the district already observes a moment of silence during announcements. "Currently, policy DGA local and FNA legal both provide students and staff the right to pray or read religious text at any point in time as long as it does not interfere with instructional time or campus operations," he said.
Administration recommended the board not approve the resolution as presented because of ambiguities about what a required daily "period of time" would mean for instructional minutes and existing policy. After a motion to follow administration's recommendation, the board voted 6-0 not to approve the resolution.
