Cass County adopts consolidated Land Use Ordinance after third reading

The Cass County Board of Commissioners unanimously approved the third reading and final adoption of a consolidated Land Use Ordinance on July 7, 2026. County Planner Scott Wold told the Board that "the proposed ordinance consolidates the County's Land Use, Definitions, Short-Term Rental, and Subdivision Ordinances into a single ordinance." The public hearing was opened and closed with no public comment.
Board members and Environmental Services staff described the ordinance as the culmination of a multi-step process that began with Planning Commission review and public notice beginning January 29, 2026. Environmental Services Director Jeff Woodford said the Planning Commission unanimously recommended approval after redline edits and that the revised ordinance will become effective 30 days after it is recorded. Commissioner Neal Gaalswyk moved for final adoption; the motion carried unanimously.
The ordinance is intended to streamline zoning and permitting by consolidating separate code sections into one document; the Board discussed and endorsed the Planning Commission's work before voting.
