After a closed-session recess the commission returned and voted to accept a confidential "proposal 1." The post-closed-session roll call shows one abstention by Commissioner Clark Griffin (who stated the reason was personal) and a "no" vote from Mayor Pro Tem Turner; the motion nevertheless passed. The clerk recorded roll calls for each motion.
