Under new state law, Floresville ISD approves administrator outside‑service agreement for coordinator

The Floresville ISD Board on Oct. 6 approved an administrator outside‑service agreement submitted under Texas House Bill 3372, which restricts certain administrators from receiving outside compensation unless the board approves an agreement ensuring no conflict of interest.

Miss Donish explained the new state restrictions and said the board's form documents the services, confirms no conflict of interest and requires that outside work occur on the administrator's personal time. She said Olivia Bailey, the district's elementary coordinator for teaching and learning, has applied to continue contract work with Uvalde ISD; Bailey provided a written contract and schedule for the board to review.

"They do restrict, they exclude board managers, assistant superintendents, and superintendents from receiving outside funds for contract services. However, with board approval, they will allow an administrator to do outside work as long as it meets certain provisions," Donish said, describing the approval criteria.

Trustees questioned whether the administrator would lose pay or require substitute coverage while performing outside work; Donish explained the administrator typically takes a personal day or uses banked days and that the district's payroll and substitute procedures determine actual compensation effects. After discussion, the board voted 7–0 to approve the administrator's outside‑service agreement as presented. The approval is conditioned on no conflict with Floresville ISD and public‑record disclosure of approved contracts.
