Parent urges Floresville ISD to rebuild trust after failed $95M bond and May 15 lockdown

Robin Ann McNeil told the Floresville ISD Board of Trustees during public comment that the rejection of the district's $95 million bond reflected a deeper loss of trust, not just a margin vote. "The bonds rejection wasn't just about dollars. It reflected a deeper issue, a loss of trust, and our district leadership," McNeil said, urging the board to present an affordable, transparent plan that addresses safety and security.
McNeil described the May 15 active-shooter lockdown as leaving "a huge lasting scar" on students and parents, and said conflicting official updates and student social-media reporting worsened confusion. "Many of those students listened to the police scanners... Parents received frantic frightened messages," she said, and asked the board: what are the next steps to ensure timely, accurate communication and to educate students about digital responsibility?
The board did not take immediate action during public comment but later in the meeting several trustees publicly praised staff and law enforcement response to the May 15 incident. The meeting's agenda included safety-related waivers and operational items; administration later presented TEA low-attendance waivers and described follow-up steps for communicating and documenting emergency responses.
McNeil concluded by calling for "honest reflection, humility after failure, clear communication, and concrete actions" so parents can support future proposals and safety plans.
