At the second public hearing on the SH 130 Tax Increment Reinvestment Zone, Chaney Gamboa, the city’s director of economic development, reviewed an updated boundary map and a preliminary project and financing plan intended to lock in a base year for incremental value. The ordinance (O‑2025‑050) was approved 6–1.
Gamboa said the preliminary project list was intentionally broad — parks, streetscape, water, wastewater, stormwater, and roadway intersections — so the city could establish the district this calendar year and refine eligible projects in a subsequent phase. Council members asked about financial projections for taxable value and whether the county might participate; staff said county participation typically follows a firm city commitment and that the city would pursue discussions with the precinct commissioner and county engineer.
Council also discussed potential connectivity benefits along SH 130, including completing disconnected feeder roads and a large wastewater line project on the west side of SH 130 cited in council discussion (a projected roughly $30 million line). After questions, Mayor called the vote and the ordinance passed 6–1.
