The Planning & Zoning Commission voted unanimously on a text amendment to Article 12 (subdivision and utilities) to require that land-preparing activities—including clearing, grading, grubbing, excavating and fill—on residential lots smaller than two acres occur only when there is a directly associated active building permit. Planning staff said the change is intended to streamline public-infrastructure department oversight and clarify which activities the department permits.
Savannah, who presented the item, said the amendment narrows allowed pre-construction site activities to reduce unpermitted earthwork and align infrastructure reviews with active permits. Commissioner Fedorca moved to close the public hearing and approve the amendment as recommended by the Development Review Committee; the motion passed unanimously.
