Staff said the PD was adopted under older mapping and street alignments, which left uncertainty about precise boundaries; the change will assign a general-retail base zoning to the parcel to allow site-plan work to proceed. The Development Review Committee recommended approval and the commission approved the change unanimously.
Developer Mustafa Hussain spoke in support and described an initial concept of about 16,000 square feet of retail divided among roughly eight tenant spaces, with ample parking and the possibility of a public courtyard to serve nearby churches and schools. Chair Cheryl Smith welcomed the developer and introduced new Commissioner Kenny Presley (District 6), who made the motion to approve per DRC recommendations.
