The Chair moved to confirm the county assessment and Mr. Mendez seconded; the board voted in favor without opposition. Following the vote the Chair said the appellant "made a good point about the expenses being lower when it was at the $10," but added that the county's test produced a value that aligned with performance and therefore the original assessment should stand.
The appeal had argued for a revised requested value of $44,175,000, citing rising operating expenses and extensive rental concessions. County staff presented its own test value of $54,071,000 and explained adjustments made to the assessment model, including exclusion of real estate and special assessment taxes from operating income and a revised operating expense rate.
Board members discussed a termination fee and occupancy figures during deliberations. Mr. Mendez said he had "a little bit of cost for the termination fee, but I did the math and even taking it out, I think everything's fine." After that exchange the motion passed and the county assessment was confirmed.
