CPMT finance coordinator reports year-to-date expenditures of $8.3 million; encumbrances push total to $12.4 million

At its June 11 meeting, the Hanover County Community Policy and Management Team (CPMT) received a fiscal update from Finance Coordinator Rachel Cashin. "As of May 31, 2026, total expenditures were $8.3 million," Cashin reported, saying the figure is approximately $1.7 million higher than the same point in FY25 and that total spending plus encumbrances stood at $12.4 million, an 11.7% increase over last year.
Cashin broke the totals into subcategories: TFC totals were about $2.4 million (up roughly $584,000 year-over-year); private day and residential educational services were approximately $6.9 million (up about $780,000); community-based services totaled about $1.978 million (down roughly $377,000); and residential/congregate care expenditures were about $794,000 (an increase of about $185,000). Chair Bret Schardein and members noted that unencumbered funds are being reduced; Cashin said finance staff are contacting case managers and vendors to identify what may be unencumbered.
The numbers were presented for informational and oversight purposes; no change to policy or allocations was made during the meeting. The CPMT will continue to monitor placements and private-day expenses in upcoming meetings and through information-sharing with agency case managers.
