Villa reported that revenues exceed expenditures by approximately $231,000 through Jan. 30. He said most department budgets are within expectations and highlighted that the landfill fund remains the only fund showing potential concern; staff expects to use GADA grant proceeds to reimburse recorded landfill expenditures and amortize that recovery over 10–15 years. Villa also cautioned that sales‑tax reporting lags and a large construction project on State Highway 10 affected this year's receipts and that some line items exceed budget due to timing or underestimates.
The Council acknowledged the report and voted to proceed with the budget calendar and related procedural steps. Villa offered to return with detailed follow‑ups if Council had questions or if staff identified items of concern before audit close.
