Huachuca City approves IGA to pool opioid settlement funds with Cochise County

The Huachuca City Council on March 12 approved Resolution 2026‑01 to enter an intergovernmental agreement (IGA) with Cochise County to pool opioid settlement funds, Mayor Johann R. Wallace announced.
Town Manager Suzanne Harvey told the Council that the town previously agreed in principle to pool its settlement share because the town’s allocation is small and county administration would provide a practical mechanism for compliance with strict use rules. Harvey said, "so far between all of our money... they have $3,000,000 sitting in that account and so you know that's a good amount of money and I'm interested to see what kinds of projects they are going to hear from all of the cities and towns." She added the town's share would be about $28,000.
The IGA creates an advisory board on which the town can serve, allowing Huachuca City a voice in how the pooled funds are allocated. Councilmember Johann Wallace moved to approve Resolution 2026‑01; Christy Hirshberg seconded the motion, which passed unanimously.
Why it matters: pooling modest municipal shares aims to create a more impactful countywide fund to support programs addressing the opioid crisis. The advisory board is intended to let participating jurisdictions recommend projects that meet the settlement’s use restrictions.
