Harvey said the current code requires an RFP for projects over $10,000, which discourages vendors from submitting for comparatively small procurements; she recommended a three-quote requirement in lieu of an RFP and the ability for the Town Manager to approve emergency expenditures up to $35,000. Town Attorney Thomas Benavidez agreed with the proposed changes. Mayor Wallace directed staff to bring the proposal back as an ordinance at the next meeting.
