The O'Fallon City Council voted to place an advisory question on the Nov. 2026 ballot asking voters whether the city should construct and equip a new public library. Alan Long, a Ward 2 resident who spoke during the second public-comment period, questioned the advisory measure's clarity and asked whether the proposed $22,000,000 is the "highest and best use" of that sum. "Is this the highest and best use of $22,000,000?" he asked, adding that the ballot language does not explain operating costs or alternatives. A councilmember also said they would vote no because the resolution is nonbinding; the motion carried on roll call.
