"I've heard some information that's a little bit of a downgrade of a project," Brigitte said, and asked staff to clarify prior expenditures and the current total.
Jamie Robichaud, economy director, explained that prior CIP cycles included funding and that the project has been under design, with architects contracted and land purchased. "The total project cost is now 25,000,000," Robichaud said, adding that the project was previously authorized at $15,000,000 and that the council earlier this year had authorized it to around $19,000,000; the larger $25,000,000 figure appears in the 2026–2030 CIP because additional costs emerged as design advanced. Robichaud said the $18,690,000 number shown in the current packet reflects the portion allocated during that 2026–2029 window, not prior funds already expended or encumbered.
