Council to reconvene McKinney Development Committee; staff seeks direction on membership and appointments

At the April 28 work session, Michael Quint, the city’s Executive Director of Development Services, recommended reconstituting the McKinney Development Committee (MDC) and asked council whether they want to change its membership or appoint new members.
Quint said the MDC was originally appointed in 2018 and had not met since September 2022; he described the committee as "a group of individuals from our development community that partners with the city staff" to review process improvements and code amendments. He provided the committee’s prior makeup: two city council members, two Planning & Zoning members, two Chamber of Commerce board seats, two business-owner seats, four industry professionals and four miscellaneous development-community members.
Quint told council that "the city council is allowed to appoint all of them with the exception of the Chamber of Commerce Board of Directors, those 2 seats, and the business owners, those 2 seats," but also invited council to change that practice. He said staff hopes to use the committee as a sounding board as the planning department prepares process-improvement amendments to the UDC and to reintroduce the committee after a multi-year pause.
Council members asked about appointment logistics and meeting frequency. Quint said the committee’s original goal was to meet "at least once every quarter" but later in the same exchange said, "it's once every 3 years," a contradiction that council and staff will need to reconcile when setting an updated schedule. Councilmembers suggested using the preferencing approach used for boards and commissions to collect candidate names; Quint said staff will coordinate with the City Secretary's Office and the City Manager's Office and that councilmembers may email recommended candidates.
Next steps: Staff will solicit candidate names, coordinate with the Chamber of Commerce on its seats, and return with an updated membership proposal and proposed meeting schedule for council action.
