EDC reports $3.0M in February revenue; staff flags sales-tax reporting quirks in construction

Chance Miller, Assistant Finance Director, presented the EDC’s financial report for February and summarized revenue, major expenditures and trends.
"We collected a little over $3,000,000 in revenue. The majority of that coming from sales tax revenue," Miller said. He reported operational expenses around $450,000, project expenses of about $75,000, and non-departmental expenses of roughly $556,000 (primarily a monthly transfer to the I&S fund).
Miller explained that February collections reflect December economic activity and that prior-period or audit collections can skew month-to-month comparisons. He reported a "true period-to-period increase" of close to 4% and noted that construction receipts showed a downward pattern year over year but cautioned that construction firms' reporting practices and headquarters allocation can delay proper sales-tax allocation to the city.
A board member asked for comparative views with sister cities; Miller said the city posts transparent data but some sister cities provide less-detailed public data, which limits direct comparisons. The board voted to accept the February financials by voice vote.
