The Manistee County Blacker Airport Authority on March 16 approved a contract with consulting firm Mead & Hunt to prepare a Terminal Area Narrative Plan and a Runway Length Justification Study aimed at supporting future runway- and terminal-related projects. The authority authorized the Airport Director to sign the agreement after a motion by Vice‑Chair George Becker, supported by Michael Schrader. The vote was 4–0 with Cynthia Kaminski, Karen Goodman and Preston Picardat absent.
The Mead & Hunt proposal lists a lump-sum consulting fee of $124,068.24 and anticipates draft reports by August 31, 2026 if a notice to proceed is issued by April 1, 2026. The packet also includes MDOT contract material and Amendment A2 to Contract No. 2025‑0444; exhibit material in the meeting packet shows a $200,000 state allocation for the Terminal Narrative and Runway Length Justification Study. The board separately approved Amendment 2 for the FY2025 Air Service Revitalization Grant, which extends the contract term to September 30, 2026.
Airport Director Miles Weaver presented the consultant’s scope and schedule and said the studies will evaluate existing terminal capacity and the need for additional runway length, including user letters, forecast updates, and rough‑order‑of‑magnitude cost estimates. The Mead & Hunt scope specifies that NEPA, public involvement, ALP update and airspace analysis are not included and would be added by amendment if required. The board agreed to move the study forward and authorized staff to execute the contract and follow required state and MDOT review steps.
