McKinney city officials voted to rezone roughly 57 acres at the northeast corner of Stacy Road and State Highway 121 to a new Planned Development to permit an outdoor surf park and mixed commercial uses. Lucas Raley, director of planning, told the council the request would allow a surf park use not currently listed in the code and would tailor parking ratios and setbacks for the site.
Sam Lawrence, the applicant, described the project — referred to in the record alternately as "Canyon Beach" and "Cannon Beach" — as an outdoor water‑recreation and entertainment facility with a lagoon for wave generation, spectator areas, restaurants, retail and lodging. "We are requesting a rezone to PD for Canyon Beach," Lawrence said, adding that the project team proposes a 10‑foot residential setback for a narrow parking strip and enhanced screening, and that plume‑ and pump‑housing would be insulated to limit noise.
Planning staff and the Planning & Zoning commission recommended approval; Raley reported the site is approximately 58.35 acres and that P&Z recommended unanimous approval. Council members asked about noise, lighting and buffers; the applicant said noise monitoring at a comparable facility showed decibel levels near normal conversation at 100 feet and that code noise and lighting standards would apply. Councilman Cloutier moved to close the public hearing and approve the rezoning as recommended by staff; the motion was seconded and carried unanimously.
The action rezones the property from C‑3/Regional Commercial and existing PD zoning to a new PD allowing outdoor water recreation and associated commercial uses. The applicant noted phased development and an overall parking calculation to be maintained as the project grows. Neighbors' adjacency concerns were addressed through proposed vegetation, fencing and additional screening.
