Planning board forwards Manila RV dump station permit to County Commission despite chair's opposition

The Daggett County Planning and Zoning Board voted May 19 to forward the Town of Manila's conditional use application to install a recreational vehicle dump station on parcel 01-0090-0268 (Serial A268) to the County Commission for final action.
The board's discussion focused on site layout and traffic access. Jeff McCardy of Sunrise Engineering said the layout can be adjusted to ease tight turns and that Airport Road will be widened on both sides to allow multiple RVs to pass. Vice Chair Allan Wood proposed a field fence along the south property line and a block fence on the east; Chair Chad Reed said the east fence must be engineered to withstand high winds. Town of Manila Mayor Kathi Knight confirmed the town will work with county staff and the contractor on permits and construction details.
Sarah Mraz, a Manila Town Council member, urged the board to approve a dump station, saying the community needs a legal place to empty RV tanks: "The community needs one because there are people that will open their rv dumps and drain it while driving down the road." Resident Bill West raised concerns that road-base work was occurring on the south side of a lot and warned of a berm that could harm drainage and roads; the board said a temporary encroachment had been issued and that any damage under the permit would be repaired.
Board members noted external reviews are still required. McCardy said the Utah Department of Transportation (UDOT) and the Division of Water Quality (DWQ) will have to review the revised plans and that if UDOT later requires a turn lane, the funding or timing of that work would need to be addressed. The town was asked to ensure all required permits are obtained and to coordinate on electrical permits with county staff (Matt Tate).
Tamara Twitchell moved to accept the conditional use permit and forward it to the County Commission; Allan Wood seconded. Chair Chad Reed recorded his opposition but the motion carried. The board requested clear signage, engineered fencing on the east side, and gate controls to enforce hours; the town will return with completed agency approvals.
