Engineer Norman Thibeault Jr., P.E., of Killingly Engineering Associates presented a preliminary plan for a 1,200-square-foot house at 150 Great Neck Road during a pre-application review under Connecticut General Statutes Section 7-159b. Thibeault said the lot was created in 1967, prior to wetlands regulations, and that the proposal shows proposed setbacks from the wetland boundary and limits of clearing; he stated the proposed plan does not involve filling of wetlands.
Thibeault and owner Ervis Rusi also described proposed mitigation: a planted vegetative barrier to border the wetland boundary and a split-rail fence placed 10 feet from the wetland to mark disturbance limits. Commissioners urged caution about deer browse on proposed arborvitae plantings and suggested adding signage or markers on the fence to clearly designate the limits of disturbance. The minutes record that the proposal will require front-yard and side-yard variances from the Zoning Board of Appeals.
