Resident urges board to close enforcement gap after repeated loud-exhaust reports

Willard told commissioners he filed a FOIA and reviewed CAD entries showing 14 repeated calls about the same vehicle over months and said he found "14 calls, 0 citations." He asked the board to direct the sheriff's office to adopt procedures for escalating repeat complaints, to require follow-up after verbal warnings, and to stop indefinitely deprioritizing predictable daily violations.
Willard said a deputy eventually addressed the immediate situation on March 16, but he urged systems-level changes so future complainants do not need a commissioner to intervene. He said he will provide the board with his FOIA documentation and asked the sheriff's office to create a consistent escalation path for repeat public complaints.
