Board approves county public-health plan after debate; commissioners ask for clarifying language on YAS and Wear One

The Ottawa County Department of Public Health submitted its Cycle 9 plan of organization to the board for signature; the document is required for state reporting and accreditation. Several commissioners raised objections to specific historic activities included in the report, notably the YAS (Youth Assessment Survey) and a program referred to as "Wear One." After debate, the board approved the plan for submission while several commissioners said they wanted stronger local oversight going forward and requested explicit language documenting discontinuation of particular future participation.

Corporation counsel advised that the plan is largely a backward-looking document that reports activities the health department has undertaken and that removing items the department actually did could make the plan inconsistent with the state's expectations. As a compromise, commissioners agreed to add explicit language noting that "at the direction of the local governing entity" participation in the YAS committee and the Wear One program ended on 03/24/2026, and to ask the Planning & Policy committee to consider additional oversight and policy clarifications.

Commissioner Moss framed the item: "This plan is definitely looking back. It's reporting out to the state as is required by law." The board voted to approve the plan and directed staff to bring back clarifying language and oversight steps for committee consideration.
