Board adds junkyard buffer, vets landscaping and floodplain text

The board considered environmental protections and landscape standards within Article 5. A new line requiring that a junkyard be located "no closer than 100 feet from the edge of the waterway" was discussed and added in response to member concerns about groundwater contamination and protections. Staff noted that some elements remain regulated at the state or federal level and that the code should avoid duplicating mandates the city lacks authority to impose.

Members also returned to a prior conversation about palm trees and canopy requirements: staff said the south‑of‑Highway‑98 limit should read 80 percent (with one required canopy tree), whereas north‑of‑98 numbers remain different. Staff will reconcile versions and ensure citations and cross references (appendix/tree list) are consistent for the Council submittal.
