City Attorney Lawson Brown described the transaction as a surplus transfer: "We give the DOT $1, and the city takes title to it." Council motioned and voted to approve the negotiated sale and to authorize the city manager and finance officer to execute the paperwork on the city's behalf.
Staff reported the parcel is fenced and has limited access from Highway 119; the transfer was presented as a practical step to secure required land for utility improvements tied to the pump station. Council approved the purchase by voice vote.
