Kalkaska County commissioners adopt $10.41 million 2026 budget despite $611,829 shortfall

The Kalkaska County Board of Commissioners on Nov. 19 adopted the county’s 2026 General Appropriations Resolution (Resolution 2025-29), setting the recommended budget at $10,412,971.17. Chair Kohn Fisher summarized the package before the vote, saying “the pending budget for approval is $10,412,971.17; noting a short fall of $611,829.17.”
The motion to approve the resolution was made by Commissioner Truman Bicum and supported by Commissioner Jeff Sieting. The board recorded a roll-call vote of six yeas, zero nays and one absent (Commissioner Scott Matley). The clerk’s minutes state the motion “Carried.” The resolution and the line-item budget were incorporated by reference in the minutes.
The resolution text recites statutory authority and routine budget policies. It also reaffirms the county’s purchasing and hiring policies, authorizes certain intra-department transfers by the Finance Committee (with limits), and restates a hiring-freeze policy enacted in 2011. The board’s action follows a public hearing and the filing of the recommended budget with the county clerk on Oct. 23, 2025.
