County approves $110,400 change order after culvert inventory balloons to ~3,000

Mark Heyliger, director of the Berrien County Road Department, told the committee that a culvert survey contracted to Wightman has revealed far more assets than initially estimated in 2023. "The project began with the expectation of there being approximately 900 culverts in 2023. We are now up to approximately 3,000," Heyliger said, and the third change order would add $110,400 to the original $333,700 contract to inspect, rate, photograph and GPS all culverts.
The committee approved the change order. Heyliger framed the work as necessary for asset management and future planning; he also described a separate in-progress replacement of a 48" culvert at Warren Woods (required to be larger because it is a trout stream). The change-order approval moves the culvert-mapping project forward but will increase short-term contractor costs to the county.
