Commission awards $993,937.84 street-improvements contract to Hoffman R&M Services

Anaconda-Deer Lodge County Commissioners voted April 7 to award the 2026 Street Improvements Project to Hoffman R&M Services for $993,937.84 following a public bid opening March 30.
County project manager Sara Cline told the Commission five bids were received; two were ruled nonresponsive for missing required information. The low responsive bidder, Hoffman R&M Services, submitted a bid about $400,000 below the next bidder. Commissioner Ed Beaudette asked whether the low price raised concerns about later change orders; Cline said the contract limits payment to stated unit prices and includes a $50,000 contingency for unforeseen work. "I believe they will be able to complete the project, but I don't believe they will make a lot of money," Cline said. CEO Bill Everett added he has confidence in Hoffmans' local performance and crews.
Tri-Hydro recommended award to Hoffman R&M Services and the Commission approved the award 5-0. Staff noted potential to add additional blocks using locked-in unit prices and a separate budgeted allowance for extra work.
