Olathe approves police 'drones-as-first-responder' program, staff pledge operator control and limits

The Olathe City Council voted 5–0 on Aug. 5 to approve a police 'drones-as-first-responder' program that will deploy automated drone nests on city-owned buildings and integrate drone dispatch with the 9‑1‑1/CAD system.
Police Chief Mike Butad presented a vendor video and outlined program features: three drone nests distributed on city rooftops, automatic dispatch tied to selected CAD call types (for example, in-progress robberies, structure fires or serious vehicle crashes), life-saving payload delivery (AEDs, epinephrine), two-way audio for remote instructions and the ability to gather aerial information to reduce risk for arriving officers.
"These are drones that somebody within the police department will actually control and access at all times," Chief Butad said, adding that drones in the program "are not armed." He told council the department has about 10 licensed drone pilots and will expand training as the program grows; captains, shift commanders and community-service officers will share operational responsibilities.
Council members pressed on privacy, control and deployment: a member sought clarification that the program would not result in drones "circling Olathe all the time," and Chief Butad said drones would only be dispatched for specified call types and remain under department control while airborne. He said likely drone staging locations will include police headquarters and two other city-owned buildings to provide geographic coverage.
After questions about flight time (estimated 35–45 minutes depending on the unit), staging and vendor origins, a council member moved to approve the program "as presented," the motion was seconded and the council approved it 5–0.
Staff said the department will return with further operational rules, pilot training standards and public outreach; council members asked to see additional documentation on dispatch criteria and community safeguards as the program is implemented.
