Council approves Char Barn expansion, tax-phase and IRB request for downtown Olathe

The Olathe City Council voted unanimously on Aug. 5 to approve a resolution authorizing industrial revenue bonds and a tax phase-in to support the redevelopment of Char Barn Bar at 200 W. Santa Fe Street.
City staff described the project during a public hearing as the demolition and expansion of an existing 4,062-square-foot facility into a 26,271-square-foot full-service barbecue restaurant with indoor/outdoor dining, a pickle bar and recreational yard uses. The council took no public testimony and closed the hearing before moving to approve Resolution No. 25-10066.
Council discussion focused on procedural questions rather than the merits of the project. A council member moved approval and the motion passed by roll-call vote 5–0.
Mayor Pro Tem said the council welcomed the "great addition to our downtown Olathe" and encouraged follow-up to ensure project details return to staff and council as required by city processes.
The approval authorizes the city to proceed with the bond issuance and tax-phase considerations necessary for the project's financing structure; staff will return with implementation details and any required agreements tied to the bond issuance and tax abatement process.
No opponents or members of the public spoke during the hearing, and the council did not condition approval on amendments during the meeting.
