City engineer outlines $5 million plan to rebuild North Park Avenue, addresses school-area safety

City Engineer Scott Murphy gave a detailed briefing on conceptual design and the bidding process for the North Park Avenue reconstruction, a multi-block rebuild the city expects to construct in 2027 pending budget approval. Murphy said the design phase is budgeted at $100,000 and that construction is estimated at about $5,000,000, including roughly $1,000,000 for replacement of aging asbestos-cement water lines.
Murphy described goals for the corridor: a full ADA-compliant route on both sides, continuity of bike lanes, sidewalk infill near Peak Academy and improved school-zone treatments with flashing signs. He told the council the design team used ground-penetrating surveys and detailed grading work to identify which blocks require full rebuilds versus mill-and-overlay.
Public commenters praised the study and raised site-specific concerns. Bob Nicholson, who identified himself as a grandparent with children at Peak Academy, urged staff to consider improving an alleyway used for school drop-off. "Boy, I wanna commend you on what looks like a really thorough study," Nicholson said. Murphy agreed to examine drop-off aprons and aprons' extension if volumes warrant.
