Santee board opts for provisional appointment to fill vacant Seat 5, avoids costly special election

The Santee School District Board of Education voted unanimously Aug. 6 to pursue a provisional appointment to fill the remainder of the term for vacant Governing Board Seat #5, after Member Ken Fox submitted his resignation effective Aug. 1, 2024.
President Dustin Burns explained the two statutory options under Board Bylaw 9223—either a provisional appointment or calling a special election—and cited a Registrar of Voters estimate that a special election would cost the district approximately $250,000–$400,000. Member Barbara Ryan moved to pursue the provisional appointment process; the motion carried 4-0. The provisional appointee would serve the remainder of the term through December 2026.
The Board also voted 4-0 to establish an Ad Hoc committee, composed of President Burns and Vice President Ryan, to create the application timeline, review candidate applications for eligibility, and recommend a candidate to the full Board. Member Elana Levens-Craig moved the committee motion; the vote was 4-0.
Board members said the provisional appointment was chosen to reduce fiscal impact on the district. No appointments were made at the meeting; the committee will set deadlines and procedures for candidate submission and review.
