Wayne County hires Montrose for ECCC demolition oversight and abatement monitoring

Mr. Brady presented RES 181-26 authorizing Montrose Engineering & Geology, DPC to provide demolition administration, daily abatement monitoring, testing, observation and reporting for the ECCC building demolition at 165 Water Street in Lyons. The project uses an EPA Brownfield Assessment grant to support planning and the county has previously committed up to $750,000 in additional funds; Montrose's proposal was authorized "at a cost not to exceed $273,244.00," with the superintendent confirming billing will reflect actual time spent on the project.
The board noted that abatement monitoring and NYSDEC/EPA reporting are regulatory requirements for the demolition and that the project is out for bid with proposals expected by mid-April. The resolution was adopted by roll call; the county will bill time to the project only up to the authorized not-to-exceed amount and proceed under applicable EPA/DEC requirements.
