Wayne County approves software, internet and voice contracts and conditions Health Trust prepayment

At its March 19 meeting the Wayne County Board of Supervisors approved a suite of technology and service contracts and a conditional financial support measure for the Wayne County Health Trust. Mr. Rose presented RES 157-26 authorizing renewal of Tyler Technologies MUNIS financial software maintenance "at a cost not to exceed $299,000" for March 17, 2026–March 16, 2027. The board adopted the resolution.
The board also approved two agreements with FirstLight Fiber Inc.: RES 158-26 for internet service at a quoted $1,200 per month for 60 months and RES 159-26 for voice services at $2,017.33 per month for five years. In a higher-profile budget action, RES 160-26 authorized the Wayne County Treasurer to prepay up to three months of premiums, not to exceed $3.9 million, to the Wayne County Health Trust provided the Trust delivers monthly financial reports, prior five years of statements, the 2025 statement upon completion, and a corrective action plan; payment is contingent on a memorandum of agreement drafted by the County Attorney. The resolution was adopted on the board floor.
