Cleveland County to seek opioid‑abatement funds for recovery housing, approve embedded community health worker with Moore Police

The Cleveland County Board of County Commissioners voted June 9 to authorize submission of an application to the Opioid Abatement Board seeking funding for supportive recovery housing and Community Health Worker (CHW) services.
Commissioner Jacob McHughes moved to approve the resolution; the motion was seconded by Rusty Grissom and passed unanimously. The board also approved a three‑year contract to place a CHW within the Moore Police Department and approved a three‑year contract with Hope Center Ministries to provide supportive recovery housing contingent on Opioid Abatement Board approval.
Melody Bays, who introduced the CHW arrangement and presented with a therapy dog named "Norman," said the CHW "will help connect individuals with essential services—such as housing, food, healthcare, and other social determinants of health—to improve their overall well‑being." Bays said the role will focus on opioid misuse prevention and treatment and builds on a prior federally funded program in Cleveland County.
Mark Hall of Hope Center Ministries thanked the commissioners and described Hope Center as a 17‑year organization with 51 centers nationwide that is seeking a local site to renovate or build. According to the motion on the record, Hope Center's three‑year contract is contingent on the county securing Opioid Abatement funds.
The board recorded the vote for the resolution and the CHW contract as: Rod Cleveland, yes; Jacob McHughes, yes; Rusty Grissom, yes. No fiscal amount for the Opioid Abatement application was recorded in the meeting minutes; the Hope Center contract was approved contingent on outside funding.
